When you are dancing for your own pleasure and satisfaction, you can, of course, dance as you choose, though if you are dancing to music you will probably keep in time with the rhythm of the music.
If you are dancing with friends, you should fit in with them. To get the satisfaction of dancing together, you should respond to each others dancing, and try to bring out the best in each other. When you are dancing in close contact, or linked with a handhold, you need to control your steps to avoid treading on each others feet.
When you are putting on a show, of course, you are no longer dancing for yourself alone, and you need to dance in a way that will impress your spectators. That calls for some choreography.
For a display, the dancers are usually grouped by size, gender and age. And they move in a more co-ordinated way, which usually means doing the same steps at the same time, because that is what spectators like.
